In 1843 Ann Welch's death is notified by Richard Arkinstall, "present at her death".

Family Search (IGI) has a Richard Arkinstall, christened 22 April 1806 in Cheswardine, Shropshire.
Cheswardine parish register shows a large number of Arkinstalls, going back to 1593.
There is a Thomas Arkinstall, christened 13 May 1804, Cheswardine.
If Thomas married Mary Welch, he would have been 20 at the time of the marriage and Mary would have been 25,
her daughter Ann would have been 4.
Richard Arkinstone would have been Thomas's brother 2 years younger, which would explain
his being present when Ann Welch died, as he would have been her step-uncle. It should be possible to trace Thomas Arkinstall's ancestors, but we have no proof that he is the father of Ann Welch.

However, it is possible that this John Welch moved to Pave Lane from Whitchurch?

On the short stretch of road between Pave Lane and Chetwynd Aston there is a drive leading to Lilleshall, the home of the Lord of the Manor for Chetwynd Aston. The Lordship was held by the Duke of Sutherland who shipped coal from his holdings in Donnington Wood to a depot in the parish.
Pave Lane, is a small place, but had a canal dock. Chetwynd Aston is nearby, but did not have a church. The Church was in Church Aston and had a curate. However, this church came under the parish of Edgmond, which was older than Newport.
